China has decided to set up a National Energy Commission to bolster strategic policy-making and coordination. It will be headed by Premier Wen Jiabao, with Vice Premier Li Keqiang acting as deputy head. The new bureau will also be the highest office in charge of the country's power supply issues. Analysts say the founding of the new energy agency aims to combat the severe power supply situation the nation faces. China's energy management functions are currently split among the National Development and Reform Commission, Ministry of Commerce, State Electricity Regulatory Commission, and 10 other departments. Analysts believe the establishment of the new institution is expected to coordinate the resolution of decentralized energy interests. Gao Shixian, researcher of NDRC Energy Research Institute, said, "The status of the commission is higher than the existing the Energy Bureau, which is a vice-minister level institution. The new agency consists of more than 20 departments, headed by the Premier and a Vice Premier." Analysts say the founding of the commission is also aimed at combating the severe power supply situation that China faces. Figures show the country's proven per capita oil reserves to be only 12 barrels, one-sixth of the international average. In 2009, China produced nearly 190 million tons of crude oil, and imported about 200 million tons. This means the country is quite dependent on imported oil. Meanwhile, even though China has a huge proven coal reserve of more than 32 billion tons, it became a net importer of the fuel source for the first time in 2009. The nation shipped in 103 million tons of coal last year. Gao said, "We need a higher, cross-department, decision-making institution to coordinate significant and hot spot issues concerning strategic energy development." According to the State Council's announcement, the new agency will determine national energy development strategy, address significant issues concerning power supply security and development, and coordinate major programs for domestic energy advancement and global cooperation.
